Mississippi SAVIN is the state's automated custody-notification service, delivered online through VINE/VINELink. The official program covers MDOC state offenders and people reported by participating county jail facilities. It can send an alert when a reporting agency records release from custody, transfer or temporary movement, escape or absconding, return after absconding, or another custody change. Those events make the service useful for watching one specific record. They do not turn it into a complete list of everyone released from Franklin County.
Franklin County participation is not confirmed by a current official participant list. The accurate test is practical: choose Mississippi, search the person by full name or an offender or booking identifier, and check which agency supplied the matching record. The official MS SAVIN page documents the alert categories, but VINELink is not a permanent historical release certificate. Franklin County Alert Transfers
MS SAVIN's Registration Link can associate or move a registration from a county-level record into MDOC or another participating custody record. This state feature matters in Franklin County because the county publishes no current roster or recent-release web feed. A local record that disappears may represent transfer, not return to the community. Linking the registration, when the option is offered, may let later participating-agency events produce another alert.
Several notices may describe a valid chain. A county record might report a transfer, an MDOC record might then report intake or movement, and a later record might report release to supervision. Those events are not the same. Track the agency and identifier attached to each notice. If the receiving agency is named, use its locator or records office. If the link option is absent, call MS SAVIN and the two agencies instead of assuming that an old registration follows the person automatically.

Franklin County VINELink Limits
VINELink does not replace the federal custody tools. A federal prison sentence is checked through the BOP Inmate Locator, while an immigration-custody question is checked through ICE. A federal pretrial transfer may require the holding facility, court, or USMS records process. A VINELink no-result cannot establish release from those systems, and a Franklin County custody record cannot establish what happened after a federal or immigration transfer.
Agency-fed data can lag. Names may be entered in a different form, a booking identifier may change, and one participating record may end while another begins. Automated notices can also arrive close together as custody changes. MDOC instructs users to confirm automated notices. A VINE release event should lead to the sheriff when the source is the county jail, or to MDOC when the source is state corrections.
The Mississippi Sex Offender Registry is a separate and narrow post-release system for people with a qualifying registration duty. It is not a list of all Franklin County releases and does not prove the exact release time. Presence does not by itself establish parole. Absence does not establish that a person was never in custody. The registry warns that data changes and may require fingerprint comparison for positive identity.
